 Answer:
Note the following connections:

RxOUT: connect to MCU.RX (signal flow: MCU.RX << SP3232 << PC.TX )
TxIN: connect to MCU.TX (signal flow: MCU.TX >> SP3232 >> PC.RX)
Simply put, if the traditional RxOUT is connected to the TXD, and the TxIN is connected to the RXD and cannot be used, try switching it. That is, RxOUT is connected to RXD, and TxIN is connected to TXD.
